National Climate Committee - Terms of Reference


  • To advise the relevant Ministers on developments and the need for policies and regulations in areas of climate change activities.
  • Advise the Advisor to the President on Science, Technology, Energy, Natural Resources and Environment on national measures to address issues related to several climate change conventions and associated protocols.
  • Promote technical, scientific, technological and financial co-operation among institutions/organizations with responsibility for climate change activities.
  • Monitor and evaluate the implementation of action programmes/project related to the national obligations under the climate change conventions and associated protocols.
  • Oversee the country's activities for the Inter-governmental Panel on Climate Change (WMO-UNEP)

In particular, the NCC will focus on:

  1. Identification of priority actions and areas of co-operation to permit an effective implementation of strategies to alleviate climate related problems.
  2. Identification of the legal, administrative, economic and educational instruments necessary to ensure effective execution at the national level of activities and commitments stemming from the adoption of the climate change conventions as associated protocols.
  3. Ensuring that decisions on the technical co-operation necessary for the formulation, implementation, evaluation, monitoring and review for national action programmes are implemented.
  4. Supporting programmes and projects of scientific and technological research with academic institutions, the private sector and other governmental and non-governmental organizations dealing with the climate problem.
  5. Promoting linkages with other national committees and programmes which impact on the climate system.
  6. Monitoring and evaluating the implementation of programmes related to the national obligations under the climate change conventions and associated protocols.
